The Agriculture and Rural Affairs Committee today approved changes to facilitate flood recovery by making it easier for residents to rebuild.
City-initiated amendments to the Zoning By-law would relieve property owners from having to get minor variances when repairing or rebuilding structures damaged during the May flooding.
The intent is to minimize delays and costs involved in rebuilding, and to make it easier for owners who may wish to rebuild at a higher point on their lot. Small increases in building height would also be permitted, to accommodate flood-proofing measures. The Planning Committee will also discuss these changes at a meeting on Tuesday, September 12.
The Committee approved zoning changes required for a planned 21-lot subdivision at 3455 Milton Road, in the Village of Navan. VIA Rail owns neighbouring lands being held as a potential corridor for high-speed rail. To mitigate potential noise impacts, the proposed subdivision will include setbacks and maintain some existing trees as a buffer.
Zoning changes were also approved to permit a range of rural commercial uses at 6690 Mitch Owens Road, east of Albion Road. The site is occupied by a chip stand as well as two derelict buildings: a house and a motel. The owner aims to redevelop the land, providing needed services to the surrounding residential communities and the travelling public.
Items approved at today’s Agriculture and Rural Affairs Committee meeting will go to City Council on Wednesday, September 13, with the exception of an omnibus amendment.
Planning Committee will review that omnibus amendment on Tuesday, September 12 before it goes to Council on Wednesday, September 27. The changes to the Zoning By-law outlined in the amendment clarify wording, correct minor errors, such as mapping errors, and harmonize inconsistencies between sections of the by-law.
